The Ministry of Foreign Affairs of Ukraine (MFA) has issued updated official guidance regarding consular service delivery abroad for male Ukrainian citizens aged 18 to 60, pursuant to Law of Ukraine No. 3633-IX.
The pivotal development for hundreds of thousands of Ukrainians residing in Germany and across Europe is the official abolition of the rigid “72-hour rule”, which previously required generating an electronic military registration document (e-VOD) strictly within three days prior to an appointment at a diplomatic mission.
We examine how appointments are structured at Ukraine’s Consulates General in Germany, how diplomatic staff verify records using the digital “e-Consul” platform, and what steps to take if discrepancies arise in the “Oberih” state registry.
What Changed: Elimination of the 72-Hour Limit and Real-Time Verification
The former restriction created severe administrative hurdles for applicants. Peak server loads on the Reserve+ mobile app or intermittent internet connectivity on travel days meant that many citizens who traveled hundreds of kilometers to Berlin, Munich, or Frankfurt were turned away simply because their PDF document was generated 4 or 5 days earlier.
Updated Official Position of the MFA and Ministry of Defense: The requirement to generate the e-VOD strictly within 72 hours before an appointment has been entirely revoked.
The sole requirement is that the document must be valid and legible at the moment of the consular appointment. Consular officers scan the QR code via a secured module within the “e-Consul” platform, which verifies the applicant’s current status in the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists (“Oberih”) in real time.
Applicants may present the document on their smartphone screen via the Reserve+ application or the Diia portal, or as a high-resolution printed paper copy on standard A4 paper with a scannable QR code.
Document Statuses in Reserve+: Accepted vs. Rejected Categories
The outcome of your consular appointment depends directly on the status returned by the database upon scanning the QR code.
Status Classifications and Required Actions:
| Status in e-VOD | Permissible Consular Services | Action Required |
|---|---|---|
| “Clarified” / “Data updated in time” (Уточнено) | All services without restriction (passports, powers of attorney, consular registration, certificates) | Submit original passports and payment receipt |
| “Requires Clarification” (Потребує уточнення) | Temporary refusal of consular services | Submit a support request to the Ministry of Defense ([email protected]) to correct registry records |
| “Wanted” (У розшуку) | Refusal of all services, except return travel documentation | Issued solely an “Identity Certificate for Return to Ukraine” (White Passport) |
| “Deregistered” (Знято з військового обліку) | Full range of services with supporting military medical commission / TCC documentation | Present the original commission decision or archival certificate |
Exemptions: When Military Registration Documents Are Not Required
Applicable legislation establishes specific humanitarian and family-related exemptions where draft-age men are not required to present an e-VOD:
- Issuance of an Identity Certificate for Return to Ukraine: The so-called “White Passport” is issued to any citizen irrespective of military registration status if their passport has been lost, stolen, or expired.
- Document Issuance for Minor Children: If a Ukrainian father applies for a child’s passport or birth registration and the child’s mother is a foreign national or stateless person, verification of the father’s military document is waived.
- Legal Protection for Detained or Incarcerated Persons: Consular actions involving citizens held in custody or serving sentences under German court rulings.
- Citizens Under 18 or Over 60 Years of Age: Age is verified using a birth certificate or internal Ukrainian passport.
Consulates General of Ukraine vs. State Enterprise “Document”
Many citizens confuse official state Consulates General with overseas branches of the State Enterprise “Document” (Passport Service). Key operational distinctions exist:
Consulates General of Ukraine (Berlin, Munich, Frankfurt am Main, Hamburg, Düsseldorf):
- Official branches of the state diplomatic service.
- Appointments booked free of charge through the MFA online queue (E-Consul).
- Applicants pay only statutory consular fees (card payment via Girocard/Visa/Mastercard).
- Comprehensive legal scope: passport issuance, notarization, inheritance renunciations, consular registration, police clearance certificates, vital statistics registrations.
State Enterprise “Document” Centers (Passport Service in Berlin, Cologne, Munich):
- Commercial state enterprise subordinated to the State Migration Service of Ukraine.
- Charges an additional service fee (€80 to €100) on top of state duties.
- Limited to passport issuance and driver’s license exchanges. Notarial acts and consular registration are not offered.
Checklist for Applicants Prior to Consulate Visits in Germany
- Create Backup Copies of Your e-VOD: Save the PDF certificate locally on your device and bring 2 high-contrast paper printouts. Consular waiting halls frequently have poor cellular reception.
- Verify Demographic Consistency: Latinized spellings of first and last names, as well as dates of birth in the Reserve+ app, must match your valid foreign passport.
- Electronic Payments Only: Ukrainian consulates in Germany do not accept cash. All payments must be completed with a bank card via POS terminals during document submission.
- Consular Registration: Registering on the temporary or permanent consular roll is not mandatory for passport renewal, but significantly expedites inter-agency nationality verifications and simplifies legal transactions in Germany.
