The first thing everyone faces after moving to Germany is the need to stay in touch with loved ones, navigate the area, and timely receive correspondence from government agencies and authorities (Jobcenter, Bürgeramt, Ausländerbehörde).
- “Right now” scenario (just arrived, no German account or registration): purchase a prepaid starter kit (Prepaid) in Aldi or Lidl supermarkets with cash. Activation is done online using a foreign passport via video call (Video-Ident). No long-term contracts or Schufa credit rating checks. → How to choose and activate Prepaid
- “Optimal” scenario (smartphone with eSIM or having a bank account): get a digital card (fraenk, sim.de) or a flexible plan without a term limit (monatlich kündbar). Payments are charged automatically, and you can cancel the plan any month. → Online eSIM registration
- Main warning: during the first six months, do not sign two-year contracts (24 Monate Laufzeit) in street telecom stores, especially with a smartphone attached in installments. Terminating them early when changing housing is extremely difficult. → Pitfalls of two-year contracts
The telecommunications sector in Germany has specific legal characteristics: there are strict federal regulations for confirming subscriber identity, regulated rules for contract cancellation, and developed consumer legislation. The Nodia team has prepared this structured reference material to help you understand available mobile plans, optimize expenses, and confidently assert your legal rights.
1. Mobile service formats: comparative analysis and plan scale
The German mobile connectivity market offers four basic service models. The choice depends on having a checking account (Girokonto), credit rating (SCHUFA), smartphone support for an embedded chip (eSIM), and your plans for the coming months.
The terms of commercial plans and data allowances are regularly updated. The price ranges below are for reference. Always check the official product passport (Produktinformationsblatt) before signing a contract.
Variant A: Prepaid — flexible starter format
A prepaid card is a practical solution for the first weeks after arrival. A starter kit (Starter-Set) is purchased at supermarkets, discounters, or telecom stores using cash or a bank card.
- Legal and financial status: The subscriber buys a service package for a billing period (in the German Prepaid segment, the standard cycle is 4 weeks / 28 days). At zero balance, the balance does not go into the negative, but paid communication is suspended.
- Registration features: A German bank account and credit rating check (SCHUFA) are not required. There are no contractual obligations for a minimum term.
- Price segment: Budget. Basic connection packages range from 8 to 15 € for 4 weeks.
- Popular brands: Aldi Talk (O2 network), Lidl Connect (Vodafone network), ja! Mobil / Penny Mobil (Telekom network), Lebara / Ortel Mobile (specializing in international calls).
Variant B: Digital card (eSIM) — online registration
If you have a smartphone with hardware support for an embedded microchip (eSIM), there is no need to visit stores or wait for plastic delivery.
- Connection process: You fill out an application on the provider’s website, undergo remote document verification (Video-Ident), after which the profile is activated by scanning a QR code.
- Providers: Digital service fraenk (Telekom network, PayPal/SEPA payment), sub-brands sim.de / winsim, as well as Prepaid plans from the “big three”.
- Price segment: From 10 to 20 € per month depending on data volume.
Variant C: Monthly contracts (Flex / Monatlich kündbar)
This format combines the automation of regular payments and freedom from long-term obligations. Payment is automatically charged from a bank account (SEPA-Lastschrift). The contract is concluded for an indefinite period with the right to cancel with one month’s notice (monatlich kündbar).
Variant D: Fixed-term contract for 24 months (Laufzeitvertrag)
The traditional model with a fixed validity period (Mindestvertragslaufzeit). Typically, this contract is chosen when purchasing a smartphone in installments.
- Legal obligations: The subscriber commits to paying monthly bills for 24 months.
- Risks: An IBAN account and a clean SCHUFA credit history are required to sign. Early termination of the contract is only possible with legal grounds (for example, officially moving permanently outside of Germany with the provision of a deregistration certificate, Abmeldebestätigung).
2. Cellular infrastructure: physical networks and discounters
There are three main radio networks with their own infrastructure operating in Germany (and a fourth developing network):
- Telekom (D1): The highest radio coverage according to test results, stable reception along autobahns and in regions.
- Vodafone (D2): High connection quality in cities and along transport corridors.
- Telefónica / O2 (E-Netz): A network with a strong focus on large data packages. Excellent reception in urban agglomerations.
- 1&1: Since late 2023, it has been deploying its own independent network, relying on national roaming.
For everyday use (navigation, messengers), there is no practical need to get expensive contracts directly from Telekom or Vodafone. Virtual discounters from supermarkets (e.g., Aldi Talk or Lidl Connect) use the same base stations. The only difference is the speed limit (50–100 Mbps instead of 500 Mbps), which is more than enough for any tasks.
3. Subscriber identification regulations: TKG norms
Anonymous use of mobile connections is prohibited by law in Germany. In accordance with the rules of § 172 TKG (Telekommunikationsgesetz), profile activation is only possible after identity confirmation.
How verification works (Identitätsprüfung)
- Video identification (Video-Ident): Conducted remotely via a secure video call with the IDnow or WebID service. The operator checks holograms and security elements on the document.
- Important: International passports (Reisepass) and biometric ID cards are suitable for Video-Ident. Internal paper passports or temporary certificates (Fiktionsbescheinigung) are not recognized by video identification algorithms due to the lack of necessary security features.
- Identification at the post office (PostIdent): If you do not have a biometric passport, a special barcode is printed (PostIdent-Coupon). You need to go to a Deutsche Post branch with this and your original ID. The postal worker will conduct an in-person identification.
- In-person check (Vor-Ort-Identifikation): Conducted by the seller when purchasing a SIM card in official operator stores (Telekom Shop, O2 Shop).
Upon exhaustion of the paid data volume, German providers forcibly reduce internet speed to 32–64 kbps. Under modern conditions, this leads to connection drops for secure sessions (timeouts in banking apps and DB Navigator). It is recommended to purchase an additional data package (Datenpass) in time.
4. Calls abroad, roaming in the EU, and FUP policy
European roaming (Roam Like at Home)
During temporary tourist or business trips within EU countries (as well as Iceland, Norway, and Liechtenstein), mobile internet, SMS, and calls are billed at domestic rates. You consume your standard German data package without extra charges. This rule applies to the subscriber being outside of Germany.
Roaming for Ukrainian SIM cards
As part of joint statements by EU and Ukrainian operators, preferential roaming for Ukrainian numbers is active in Europe. However, it is subject to the Fair Use Policy (FUP):
- 4-month monitoring: Operators automatically analyze the balance of the device’s presence in the home network and in roaming.
- Tariff application: If the phone is continuously registered primarily in foreign networks for 4 months, the operator has the right to switch the number to basic international tariffs with a surcharge for data traffic.
5. Subscriber legal protection (TKG and BGB norms)
German legislation gives consumers powerful tools to control mobile communication services.
- Contract duration and monthly cancellation (§ 56 TKG): After the initial 24-month term of the contract expires, its automatic extension for a year is not allowed. The contract becomes open-ended, and the subscriber gets the legal right to cancel it at any time with a one-month notice.
- Mandatory cancellation button (§ 312k BGB): Companies are obliged to place a “Verträge hier kündigen” (“Cancel contracts here”) button on their website (in the footer or menu). Registered letters with a signature (Einschreiben) are no longer required — cancellation is done online in a couple of clicks with instant confirmation.
- Protection against third-party charges — Drittanbietersperre (§ 61 Abs. 2 TKG): The subscriber has the right to free of charge block the possibility of funds being debited by third-party services (paid subscriptions on the internet, SMS quizzes). Immediately after activating the number, it is recommended to contact support with the phrase: «Bitte richten Sie für meine Rufnummer eine vollständige Drittanbietersperre ein», or enable the ban in the provider’s mobile app.
6. Mobile connection security checklist
- Choose flexibility: In the first months after moving, sign up for Prepaid or plans with monthly cancellation (monatlich kündbar).
- Enable Drittanbietersperre: Immediately activate the ban on charges by third parties to avoid accidental paid subscriptions.
- Check Datenautomatik: Some plans stipulate automatic paid data addition when the limit is exhausted. This option is best disabled in your user account.
- Keep your PUK code: The plastic base of the SIM card with PUK1 and PUK2 codes should be kept in a safe place. Without it, you will not unlock the number if you enter the PIN code incorrectly three times.
7. Official assistance and consultations
Nodia’s materials are for informational purposes only and do not replace individual legal advice (keine Rechtsberatung im Sinne des RDG). In complex disputes or in case of illegal charges, contact official advisory centers.
- Consumer Protection Society (Verbraucherzentrale): independent legal assistance for consumers. They help dispute bills and cancel imposed contracts.
- BNetzA Conciliation Board (Schlichtungsstelle Telekommunikation): state free mediation for pre-trial resolution of conflicts with the communication operator.
- Local Court (Amtsgericht): issuing a legal aid voucher (Beratungshilfeschein) for benefit recipients. Grants the right to consult a specialized lawyer for 15 €.
- Migration Counseling (MBE / JMD): free assistance for migrants in overcoming the language barrier and communicating with authorities.
